Labour Party Breaks Up - Miliband Downgraded

The Labour Party is breaking up over devolution. A new official party report in Scotland demands separation from the wider party and asserting the primacy of the Scottish Parliamentary constituency structure inside the party.
The new arrangement will be decided unilaterally at a special Scottish Conference on 29th October 2011. A yes vote will mean a federal Labour association replacing the Labour Party at Westminster.
